Stuffed Pepper Soup

2 lbs ground beef
1 envelope dry onion soup mix
28 oz diced tomatoes, undrained
28 oz tomato sauce
2 c cooked white rice
2 c chopped green peppers
2 beef bouillon cubes
1/4 c packed brown sugar
4 T cinder vinegar
1 t pepper
2 1/2 c water

In large saucepan or dutch oven, brown ground beef and drain.  Add dry soup and stir.  Add remaining ingredients and bring to a boil.  Reduce heat, cover and simmer 30-40 minutes or until peppers are tender.
